Position statements, policy notes and advocacy letters

Organizations across the world have taken position in the biofuel / bioenergy debate. They sometimes find themselves at odds with positions taken earlier in debates in adjacent fields such as on food security, sustainable energy in general and nature conservation. Among our constituency, all are convinced that biofuels need to be treated with caution. Roughly spoken there is a divide between (1) those who believe that a sustainable production and trade of biofuels is possible, though subject to various stringent criteria, and (2) those who think that sustainable biofuels is a contradiction in itself. This divide is reflected in the messages that the policy notes and advocacy letters carry, as well as in the information sources they adhere most to....Most organizations do agree on the following: unregulated expansion of large scale biofuel production risks to harm ecosystems and agricultural livelihoods, and risks to enhance green house gas emmissions and drive up food prices.

Check out WWF's 2008 position statement on bioenergy, which is one of the most inclusive and propositive ones, including many (other) suggestions to  be part of a package of measures to attain reduced and sustainable energy consumption. IUCN's policy notes and positions (2007 & 2008) refer to various existing international insights, agreements and policy frameworks to frame their message of caution. Birdlife (2008) offers 6 case studies where different types of biofuels threaten ecosystems and species survival, and present possible effects of an EU policy that promotes further biofuel expansion. Peatland expert Wetlands International (2008) promotes a moratorium on palm oil expansion in such areas. Also check out Drynet/Both ENDS (2008) position and info on potential consequences of biofuels for dry lands. Greenpeace (2008) gives ready-to-copy suggestions for text to the EU Renewable Energy Directive.

FOEI (2007) offers a short but christal clear position against agrofuels, though alternatives are not elaborated. Oxfam International (2008) is worth reading for a socio-economic view on the poverty-related risks of agrofuel expansion. In FOE Africa (2008) 16 African organizations expose a strong position against agrofuels and link them to the the push for expansion of GMOs across their continent. GRAIN (2007) combines sharing their vision with creative and somewhat cynical language. Please find also many other useful examples presented below.

Pronunciamientos de Posición, Notas Políticas y Cartas de Intervención

 

Introducción

Organizaciones alrededor del mundo han tomado una posición en el debate de biocombustibles/bioenergía. Algunas veces se encuentran en contradicción con las posiciones adoptadas anteriormente en debates de ramas adyacentes tales como seguridad alimentaria, energía sostenible en general y conservación de la naturaleza. Entre nuestro grupo, todos están convencidos de que los biocombustibles deben ser tratados con precaución. A grosso modo, existe una división entre (1) quienes creen que la producción sostenible y el comercio de biocombustibles es posible aunque sujetos a varios criterios estrictos, y (2) quienes creen que los biocombustibles sostenibles son una contradicción en sí. Esta división se refleja en los mensajes que las notas políticas y las cartas de intervención llevan así como en las fuentes de información a la que mas se asemejan… La mayoría de organizaciones están de acuerdo en lo siguiente: la expansión irregulada de la producción de biocombustibles a gran escala pone en riesgo a los ecosistemas y sustentos agrícolas, y amenaza con aumentar las emisiones de gases de invernadero y los precios de los alimentos.

 

Revise el pronunciamiento sobre la posición de WWF 2008 en bioenergías, y que es uno de los mas incluyentes y con mas proposiciones, teniendo en cuenta muchas (otras) sugerencias para hacer parte de un paquete de medidas para alcanzar una reducción en el consumo de energía y hacerla mas sostenible. Las notas políticas de UICN (2007 & 2008) se refieren a diferentes percepciones internacionales vigentes, acuerdos y marcos políticos para enmarcar su mensaje preventivo. Birdlife (2008) ofrece 6 estudios de caso en donde distintos tipos de biocombustibles amenazan a los ecosistemas y la sobrevivencia de las especies, y presenta los posibles efectos de una política a nivel de la UE que promueva mayor expansión de biocombustibles. Wetlands International (2008), experto en turberas, promueve un moratorio en la expansión de palma aceitera en estas áreas. Revise también la posición de Drynet/Both ENDS (2008) y la información sobre potenciales consecuencias de biocombustibles en tierras áridas.  Greenpeace (2008) provee sugerencias para un texto dirigido a la Directiva de Energía Renovable de la UE, listas para copiar. FoEI (2007) ofrece una corta pero muy clara posición en contra de los biocombustibles sin ofrecer alternativas. Vale la pena leer Oxfam International (2008) para obtener una visión socioeconómica de los riesgos de la expansión de agrocombustibles relacionados con la pobreza. En FoE África (2008) 16 organizaciones africanas muestran una posición en contra de los agrocombustibles y los vinculan al impulso de la expansión de OMGs en su continente. GRAIN (2007) comparte su visión pero la combina con un lenguaje creativo y de alguna manera, cínico. Por favor encuentre muchos otros ejemplos útiles mas adelante.
